Feasibility Study
The Local Agency Formation Commission (LAFCO) Wastewater Municipal Service Review recommended a feasibility study to investigate the feasibility of a potential consolidation between Mt. View Sanitary District and Central Contra Costa Sanitary District. Both Districts agreed to voluntarily and jointly participate in a feasibility study.
This study will consider trends that affect both Districts and will include analysis to help address all potential opportunities and challenges, including changing demands, affordability of customer rates, and regulatory changes. This study is being conducted impartially and without bias toward any particular outcome and Mt. View Sanitary District is committed to our mission to protect the public health and environment, in a safe and reliable manner, at a reasonable cost.
A Memorandum of Understanding (MOU) was executed between the Districts in October 2023 and the Request for Proposals process began early 2024. Only one proposal was received from potential consultants, and after review by both Districts, the consultant was retained.
An agreement to proceed was made and both agencies, along with the consultant, met to identify the teams and roles for each agency and the consultant, the project scope, timeline, Charter, Communication Plan, and next steps.
The consultant submitted a Request for Information (RFI), which MVSD completed on December 16, 2024, and responded to requests for clarification.
The Strategic Communications Plan has been completed, reviewed, and accepted by both Districts. This plan outlines how information about the study will be shared throughout the study process.
The study plan is for a final report on its findings to be available in spring of 2026. This web page will be updated throughout the study process with substantive information as it becomes available.
